The government is accused of having mala fide intentions that the ordinance had been withheld to put pressure on the electronic media to agree to a code of conduct of its interest.

15.08.2007 Forum Konsultasi Pimpinan Agama (FKPA) Provinsi Papua menyatakan menolak pemberian tanda khusus (microchip) terhadap Orang dengan HIV/AIDS (ODHA). Aturan itu tercantum di Rancangan Peraturan Daerah Provinsi bidang Kesehatan.
